The essays presented in this volume grew out of presentations made at two major symposia in which we attempted to apply the ideas just summarized.

But Kemmis's proposition does not quiet the fears of those who see a long-term association of "local decision making" with the practice of short-term extraction. The issue of resource limits and public policy dominates the symposia discussions, as it does public exchange throughout the West.
